Dear President Giessel:                                                                                                         
                                                                                                                                
Under the authority of Article III, Section 18, of the Alaska                                                                   
Constitution, I am transmitting a bill relating to the State’s capital                                                          
budget for Fiscal Year (FY) 2021.                                                                                               
                                                                                                                                
This budget utilizes $135.6 million in Unrestricted General Funds                                                               
(UGF), $75.5 million in Designated General Funds (DGF), and $52.7                                                               
million in Other State Funds to leverage $1.1 billion in Federal Funds.                                                         
                                                                                                                                
The FY 2021 proposed capital budget makes important investments in                                                              
projects that generate economic activity for our State, provides                                                                
matching funds for federal transportation, water and sewer programs,                                                            
and funds deferred maintenance programs for aging State assets. The

FY 2021 capital budget also supports housing and energy efficiency                                                              
programs to assist Alaska families, and proposes important resources                                                            
for the men and women of law enforcement to fulfill their duty to keep                                                          
our communities safe.                                                                                                           
                                                                                                                                
I look forward to working with the Legislature to produce a FY 2021
